It is the switches.  I recently replaced both the driver's and passenger's
switches for the same window.  You can disassemble the switches, clean
them up, and  they'll work like new.  The night light will go off even on
a bad switch.  It may be that only 1 switch is bad, so you have to
experiment with it.  You can play with the switches and pray that the
window goes up or you can swap one of the other switches temporarily to
get the window up.  Good luck!
