HELP! 5ktq electrical gremlin



Help!  The turbo coolant pump and auxiliary fuel injector fan in my '87
5000CS TQW won't run and my battery runs down!  Here's the story:  

When I bought the car, the battery was discharged.  I charged it that night,
and it has started up and run fine.  It seems to be charging fine; a voltage
of 13.6 v is displayed on the AC control unit panel when the car is running.
There is a 60 month battery in the car that is 13 months old.  The
alternator appears to be rebuilt.  I drove it for a week, then parked it at
the airport for 4 days.  Upon our return to Portland, it started right up
and did the same for the past two days.

Tonight, I made a few short trips, then stopped for dinner in the park with
my wife.  When we returned to the car, it wouldn't start.  2 hours later, a
tow truck arrived to give us a jump.  It's on the overnight charger now.

When we got home and turned off the car, the radiator fan started running as
it has done before.  I timed the run time of the fan last week and again
tonight... dead on 10 minutes.  However, neither the turbo coolant pump nor
the aux. injector fan was not running.  I removed the connector from the
pump and applied voltage directly to the pump with jumper wires.  Pump runs
fine (it is new, so no surprise).  Then I checked the voltage at the pump.
Hmmm, 9 volts.  When the radiator fan went off, I checked this voltage
again.  Hmmm, 12.6 volts.  Weird.  I checked the current draw in series with
the pump.  Surprise again, only 89 mA.  I got voltage and amperage readings
at this connection for over 30 minutes!

Checked across all the fuses for current draw.  Yep, fuse 21 the one that
protects the aux. fan, turbo circulation pump, and the rear seat cigarette
lighter has current flowing through it.

Well, it looks like I have found two related problems.  Has anyone ever had
this problem?  I looking for something straight forward like, "It's
definitely the after run relay." or "You're hosed; you need to check all the
wiring running from the relay panel to the pump and injector fan."

Of course, any and all help will be appreciated.  TIA.
