Power steering pump

My local dealer (Danbury, CT) will assess a diagnostic charge to look at my 
groaning power steering (an hour of labor?); also can't get me in for ten 
days. I heard that it might be the pump and a rebuild kit for the ZF pump is 
available -- I could get the pump and rebuild it with my limited knowledge 
before they even see it.

Is this fee standard operating procedure for a dealer?
