Because air entering the engine via the breather system is not accounted for by 
the air mass sensor.  If air is getting into the engine in significant volumes 
_anywhere_ (on some cars, a bad dipstick seal is enough) the idle adjustment 
will be incorrect or even impossible.

If you set a CO value and blip the throttle (TAKE THE TOOL OUT FIRST!) you'll 
see it settle back to a different CO value.
