Because Germans don't care what a car looks like.  They care about how it 
performs at 155mph on the Autobahn.  Side skirts add _very_ little - it's the 
front air dam that does almost all of the work.  I had a factory-modified 
Passat Estate with a 2.3i Audi engine over ten years ago - it was the same.  
10cm from the floor at the front, 20m at the rear.
