Help! No dash lights. (5ktqw)

Help!  Someone posted the solution to this a couple of months ago, but I
can't seem to get the archives to work...  On our 5ktqw, all the dash lights
have stopped working.  This includes the quattro differential lights, the
cigarette lighter lights, any thing that is suppose to be illuminated in orange.

I thought it was the headlight switch, because it was stuck on "high", but
swapping in a known good one from our other wagon had interesting results.
All the dash lights worked, but only for about 5 or six cycles of on/off
(e.g. I turned on, then off the lights six times and then no orange lights).

Could someone repost the solution?

Also, on the same car, I am able to lock all the doors and hatch from either
the driver's or passanger's key lock, and am able to lock and unlock
everything with either lock knob, but am unable to unlock all the doors from
the outside passanger door with the key.  What's going on?
