Correct the tire has to run at the rated top speed for 15min at Full load 
rating, with No sign of damage.

It's a VERY Fine line. Just like threshold braking....... Think about 
what happens if 3000hp all of the sudden get hocked up to the 
ground......  I think 1/4 mile'rs call it a blowover......
