That's what I would do. Once the bolts are out, the damper will come off easily.
I can't say for absoulte certain, but I am almost positive that the damper is
not threaded. It shouldn't take long to drill the head off, I would think this
is the easiest way.
When removing those bolts I always use a allen wrench that attaches to my 3/8"
rachet, then I use a really long rachet handle and I just bump it (kinda like
impacting) to break it loose.
