i have done this on my GLI without the tool.                                    
my theory is that if it is adjusted so that reverse engages properly, then      
the other gears should fall into place.                                         
you should be able to do this with one person in the car and another underneath 
to tighten the bolts when it is positioned correctly.  it may take 2 or 3 tries 
to get it right.  the trick is to position the lever relative to the reverse    
lockout slot (there should be a nylon stub on the lever that passes through     
the slot when you push down then right.)  then you need to get the correct      
left/right location for the lever at rest.  this location will allow you to     
engage reverse when you pull back after you push down then right.
