Assuming that your wipers are the same as the wipers on my '90 US V8Q, there
are 2 power inputs to the wiper motor, one for high speed and on for
everything else.  On the motor, terminal 1/53 is the power input for low
speed, intermittent, etc.  If you can apply 12v to this terminal, you can
determine whether it is the motor or a wiring problem.  Terminal 1/53 on the
wiper motor should be connected to terminal 53 on the wiper/wash switch
through pin 1 on the T14i connector.  T14i is located behind the cover in
the left hand foot well.  Good luck!
