I can't remember who asked, but someone had a low boost (1.3 max)
problem on their '91 200q.  They mentioned that there are no vacuum
leaks. 

Check the wastegate frequency valve operation.  The resistance across
the electrical terminals should be about 25-30 ohms.  If the coil is
open or the valve is stuck open, then boost pressure will tend to
cause the wastegate to open early.

Or maybe the wastegate is stuck open...but I'd rather not think about
that...
