i don't think the problem is a technical one.  rather, it's a legal risk
issue here in the USA.  we are saddled with artificially low tow limits by
litigation-averse manufacturers.  unfortunately, while it may be technically
possible to exceed these limits, doing so puts you, the operator, at legal
risk for ignoring manufacturer's specified "design limits."
