Rear window defroster - 91 200qw

I know this has been covered before, but the archives are down so I'm
appealing to the good will of anyone who might have this info.  I'm
pretty sure I recall some discussion of a relation between a
non-functional rear window defroster and license plate lights or rear
seat cigarette lighters or something.  I'm just looking for a little info
to get me started at least until the archives are running again.  Right
now the fuse is blown and when I install a new one it doesn't blow until
I turn on the ignition.
