Climate control (1990 90Q)

Quick question re: climate control : 
        
Does anyone know if the BI-LEV feature, which is supposed to send heated air
to the panel vents (3&4) actually does that? My AUTO setting does send
heated air to the defrost vents and footwell vents, but the BI-LEV doesn't
send air to the panel as documented in the manual. Is the manual wrong or is
my system off?
