They do in Maryland (USA). In fact, they hook it up to a computer-controlled
adjuster that PERFECTLY aims them for best visibility, without blinding
oncomers. And this adjustment is free, when you are in for the state inspection.
(If you can have this done somewhere, I highly recommend it. A *must* for
Audi headlights..... gotta make the best of a bad situation!!)

In Massachusetts (probably like most states), they check them
un-scientifically against a yardstick hanging on a blank wall.

Needless to say, I have not seen many Maryland drivers with wacked-out
headlights!!!

Hmm.... sounds like this would be better safety-related legislation than DRLs!!
