What it implies is that somebody is bringing in very old cars.  Simply
stated, anything built before January 1, 1968 (or thereabouts) can be
imported fairly readily.  Don't quote me on the exact date; the key issue is
that the car to be imported must predate the onset of the more onerous U.S.
safety and emissions regulations.  Given that most of the decommissioned
London taxis are of sufficient age to pass under this wire, the import is not
a problem.

(It also isn't too hard to dress up a newer London taxi with older paper work
- happens all the time with Chinese motorcycles imported as "antique" BMWs.)
