chips and HP and turbos

The reason some people claim that a chip can 
vastly increase the power of the 1.8t is that
the chip can re-program the boost on this turbo
(presumably - i don;t actually know this for a
fact).

On a normally aspirated engine, the imprvements
are more subtle - they only affect slight mixture
and advance mapping.

some more details from the excited claimants would
certainly be appreciated.  How, exactly DOES a chip
affect a wastegate, for example?
