I am not totally clear  on the symptoms you are experiencing.  For
starters I recommend to check  the catalytic converter for being 
plugged. Maybe someone used leaded gas....
Also check spark plugs for being tight without over tightening.
How sure are you the air filter is clean and of OEM quality.
There are many other possibilities but they are a bit more expensive. I
always like to start with inexpensive assumptions.
