Its been a long time since I fixed mine, but here it goes from memory:
If you got the old spring you can still use it. If the hook is broken, you
untwist one of the spring loops and use it for a hook.
If the spring has got its hooks intact, then the anchoring points might
have broken. If that's the case then you have to establish what broke and
go on from there.
To re-hook the spring, remove the glove box and wiring tray under there,
this will give you better access to the flap.
At the center of the flap there's a plastic anchor that locks in place
onto the flap. Rotate it to remove it from the flap.
Attach one end of the spring to the plastic anchor and the other to the
hole in the frame inside the air box and opposite the flap. You should see
it when you're in there.
Once the spring is attached at both ends. Insert the plastic anchor back
in the flap hole and twist it in place. You'll have to fight the tension
of the spring. It might feel impossible but it is doable. You can insert
the anchor in place, hold it there and then twist it with he help of a pair
of pliers from the back side. Careful not to damage the seal around the
perimeter of the flap.
The flap is vacuum operated by the A/C Programmer. The spring keeps it
closed and a vacuum servo opens it when called upon by the programmer.
As for taping it close. I would not recommend it. You would be
interfering with the operation of your climate control. Also you could
damage the vacuum servo.
