Michael,
I just pulled apart a 20V from a 90q with the block heater.  Yes, it goes in
the block on the top center casting plug.   This looks like it would be a
real PITA.  The header blocks the access from the side, so you would need to
get at it from the bottom (or remove the header.... yuck).  Either way you
are looking at a few hours work, and much frustration.

My advice is fill the sump with Mobil 1 and be happy.
