noisy "lifters" when engine is cold

A little while ago I mistook certain engine noise as engine knocks.
I tried to isolate the problem, indeed it only happens when the engine
is cold;  does not seem to relate to what octane fuel I use.

Someone suggested that it is from certain fleed down of hydraulic
lifters.  I do not remember exactly what that was and the solution
of such.
Would someone likely re-post and explain how to treat this problem ?
