fronts or rears -- where does the tread go?

According to the Polizei driving safety course:

You should naturally have good tread on all four tires, but if you have to make
a choice then but the better tread on the rear. They didn't go into theory why,
but did demo the difference in directional stability -- not steering or braking
ability, simple stability. According to the instructor there was no difference
if the car was FWD or RWD. He didn't mention AWD.

BTW: I couldn't find the limits on the cornering on my car ('91 200qw) without
going faster than they wanted us to drive. (Going round and round in tighter
circles until you start to skid).
