I doubt it. VW and Audi has wired their radios independently from the
ignition switch long before that. My friend's 1975 VW Rabbit (Golf)
and similar vintage Dasher (Passat) also had always-on radios.
Only recently had Audi gone to the fancy scheme as on my A4, where
the radio does turn off when one removes the key, but you can turn the
radio back on by pushing the volume control knob (radio power switch)
off and on again.
