A4 oil change help needed

I would some insight on how to change the oil and filter on my 96 A4 Quattro.
 

I know the dealer will change the oil every 7500 miles and filter every
15,000 miles, but I'm more comfortable with changes more frequently.  

The A4 has a panel below the engine (likely for aerodynamics) that blocks the
oil filter.  Do I need to remove this cover to change the filter or can I
access it via the wheelwell?
