S4 fog light question

Hi,

I have a 1992 S4 with 43K miles. Up until recently, when I switch on my rear fog
light, the front fog lights kick in at a higher intensity then the front fog
lights on alone. Then this stopped, so that the intensity of the front fog
lights is the same whether or not the rear lights are on.

What is happening? Do I need to replace the front fog lights? Nothing shows on
the start-up diagnostic light panel.

Another question about mpg: I drive in Portland OR which has lots of hills and
valleys (at least where I drive). I'm getting about 16MPG, but on the highway on
a recent trip that was close to 23MPG. Is is expected, or am I a little heavy on
the gas pedal?
