I would have to concur with Alex.  Around the Tahoe and Reno area where
I live, we have a big problem with people driving too fast for
conditions.  We do get drunk driving accidents like any other city, but
we get more weather related accidents from people driving too fast for
hazardous conditions.

That is why I'm asking! Around MN we get many more people killed in 
accidents involving skidding on ice, spinning out into oppositely 
dirrected traffic.... drunk driving is not the major killer here.

I was wondering if this is true US wise.
