Nah. The same wastegate is used in different cars, and some allow the computer
more control over the wastegate by providing for it to switch either "boost"
air or "vacuum" air into this rear chamber.
I'm surprised, actually, that it's not attached in a 1994 car ...

These guys have a freq valve, but it is attached to the lower portion
of the WG. It controls the boost level by changing the boost pressure
to the lower portion of the WG.
