In my 4000csq, the rear brake cables were rusted and needed replacement. In
addition, the lever on the calipers was sticking (this can mean the brakes
are stuck on), so I replaced them as well with used calipers ($75 each from
Blau...) plus pads and rotors. Try lubing up the cables and the pivot at the
lever for the park brake on the calipers and see if that helps. Also,
remember to use the p-brake occasionally so that it doesn't rust up as bad.
I'd lube with something that won't thicken up with cold, or collect dirt too
bad...

My hand brake just stopped working, and according to a
mechanic, the rear calipers are "stuck", and need to be
replaced.
I did not think much of it, since everything else (including
normal brake) was working ok.
But now I am wondering, what does "calipers" stuck mean?
Do they get stuck in an open or closed position? Does this
also mean that I've basically lost my rear-braked, and when I
push the brake pedal, it only works on the front brakes?
