No.  Some forces have recently issued pepper sprays or CS gas to their
officers, but there's still a hefty debate going on about it.

No.  We _do_ have "armed response units", but it's only a few dozen
cars country-wide.  It varies by force - Nottinghamshire has three cars
on the road 24 hours a day and can (in theory) put an armed team on an
incident within 45 minutes anywhere in the county.

The airport and dock patrols are routinely armed, as are the diplomatic
and Royal protection squads.

Legislation before Parliament at present will completely ban the private
ownership of handguns - at present, there are thought to be around
300,000 licensed handguns in the country.  The Dunblane massacre was
the principle trigger, although Hungerford and other incidents are
still remembered.
