Get a couple mouse traps.  Not the big suckers, use the small ones.  Set the traps with some tasty morsels, place around your car, and watch the fireworks.  The traps are harmless, but will scare the cr*p out of said rodent.

I read about this in a dog training book and it worked wonders on my Golden Retriever, who was very fond of consuming all the dirt in the house plants.  Can't say for sure how it'll work on the feline torment.
