Two things first, Phil:  
1)  Ck the fuel pump relay, I keep an extra here for a quick swap, but
measuring the voltage works too...  Inspect it closely on the bottom, are
there brown (burn) marks next to the blades....  Does it smell like burning
electronics?  Make a jumper and bypass, does the tone change?
2)  Ck the voltage at the pump (pump on and running)....  It should be
battery voltage (not less than 11v)....  You can make another jumper straight
from the battery (this is an external pump, right?) with 10guage wire....
 Does the sound lessen or go away?  If so, prolly a relay/wiring problem, if
not pump is bad....
