No Steve, one of two things is going on:

1)  At these garages, one of the owners may be an Amsoil dealer.

2)  They may very well be smart enough to buy and stock Amsoil 
products from a local dealer.  Many of the better shops do!

Both of these are very common, and each results in the shop carrying 
a stock from which they sell at retail.

In EITHER case, it speaks very well for the shop, as it indicates 
they know enough to carry a superior product.
