smell of fuel

I'd start by making up a jumper to run the fuel pump directly from the battery
as documented in the fuel system section of the manual, and then try running
the pump with the ignition off and a cold engine.
Second step would be to do the same with the gauge in circuit and see if the
pressure holds up to specification. If not, you _know_ there's a leak and you
then have to track it down.
