Turbo-leak?

I have an 89 200TQ that is generally a great car but yesterday, I developed
a problem that I don't seem to be able to find an answer for.  The car
started surging yesterday when trying to accelerate and I thought it might
be because things got a little too wet due to torrential rains and pooling
water here in the Louisville, KY area (9 inches in 24 hours).  I checked
again today and there seems to be an air leak (hissing) that varies in
intensity directly with engine speed when trying to accelerate.  I couldn't
hear that yesterday due to road noise associated with wet roads, etc.  I
visually checked all of the hoses, pipes, etc., but everthing seems to be
in order.  I suspect that there is a problem between the turbocharger and
the engine and I looked at all of the gaskets, joints, etc., but couldn't
see much.  I also checked the seal on the cap on the wastgate but that
seemed intact as well.

If anyone out there has had the same problem or has fix on what this
problem is, I would appreciate hearing from you.  Thanks.
