Steve-

After I got my 200q last year, it started surging with no change in the gas
pedal setting. Sometimes it was worse than others.

I troubleshot the O2 sensor with my multi meter, got similiar readings to what
you have posted. I think the swings were from as low as 200 mv to as much as 1.2
mv. This is indication that the O2 sensor is worn out and overcompensating.

I bought a 3 wire O2 sensor from Graydon Stucky (on the list) for about $80, had
to cut the wires on my old one and solder on the new ones. Solved the problem
immediately.

Words of wisdom, if you do splice it in, either have a very high wattage
soldering iron and some good heat shrink, or get some very high quality wire
connectors that can be crimped. I used my standard soldering iron, it never
really got the wire hot enough to have the solder flow as I would like, or as it
should for a good joint.....don't want a cold solder.
