A. Minimal with a "bone stock motor"  A cam is better suited for a
"modified" motor
(Head, pistons, exhaust)
B. YES!  The 268/272/ and 276 will cause your car to fail the smog
check!(BTDT)
However it can be "tuned" to pass(barely) and then returned to put
back in the 
"fun factor".  That or switch cams each years!  

I have all three cams available for the I5 engine!  I run the 272
daily, 276 for SCCA
and the Turbo one collects dust in my garage.  I also have a 316 cam
from 
ABT thats very "nasty" indeed!  Almost scary!  However its for
"mechanical" heads
only!  Sorry Hyd guys!
