My understanding of inlet issues comes from a simple concept. On the intake side 
you have air ambient pressure (14 +/- lbs). Before you can get to the spool for 
increasing the volome of air flow you have restrictions; box, filter, hoses, 
meter box, hoses. Any restrictions in that path will reduce the efficiency of 
the flow; ie the turbo can howl all it wants. If there's no way for the air to 
get to it efficiently it will only howl and not flow any more air. Just think 
about it as a vacuum clear. Restrict the flow (dirty air filter)and you hear the 
motor work harder and you see the flow through the nozzle drop.

Someone once said that a turbo is a volumetric tool. Flow is the name of the 
game, not pressure.
