At all costs take the transmission out of the equation - neutral and clutch 
depressed.

Then, in the UK, legal considerations outweigh practical ones.  Do everything 
possible to avoid rear-ending the guy in front.  In the UK, spin the steering 
wheel to the left so that your impact on the guy in front is _obviously_ caused 
by the impact you had from behind.
  
Otherwise, the guy behind can claim that you stopped unreasonably quickly by 
running into the stationary vehicle in front of you.
