Not really, from engineering dynamics; the rolling resistance from
additional weight would be minimal, especially in a car with good
aerodynamics (minimize load on bearing friction, etc). Now on the other
hand, if the top speed run was done on an incline or decline the weight
would reduce or enhance the top speed, then the automobile is dealing
with gravity.
I never had a problem attaining top speed on the Autobahn regardless of
the number of people (and luggage) in the car. The acceleration to top
speed and the impact of inclines was the only difference. I did notice
that I could exceed the normal top speed of a car when going down an
incline (got a 102 hp BMW 316i to 130 mph, 115+ mph max otherwise).
