Speed governor has something to do with lawyers...

But, if the driver hits anyone or anything else, they might sue the
manufacturer claiming that no one could have safely operated a vehicle
at those speeds.

Not because the manufacturer is more liable than the driver -- but
simply because they have deeper pockets.
