Exactly, you don't have any of the aforementioned senosr problems.
You have too much bbost for your computer.  I can fix that for you ;-)
Why only in third, well third gear is the strongest in my 82 UrQ too.
In first and second, you don't have time to spin up the turbo, and in
fourth and fifth, you have too much drag to hit the peak power band.
4800 in fourth is going some, and doesnt normally happen.  Fifth, well
that's even rarer.  Know before you guy who can do the above jump down my 
throat, remember we are talking a bone stock 83 urQ.  I know you CAN do
it with other models and states of tune. By the way it is a crying 
shame to run your car at stock boost levels.  There is some much more
to be had...
