Sometimes this problem is caused by the clutch or brake vacuum cutoff
valves. Try pulling the pedals toward you to improve the seal before
setting it. If this help, you'll probably have to replace the valves.
They are mounted right on the pedal arm, in the footwell, on my 4000S.
This was my problem, although my symptoms were that the cruse cut off
when I went over a bump. The pedal would jump slightly and open the
vacuum cutoff valve, which cuts out the cruise.
