Yes, I use smaller diam tires. 
Smaller diam tires lower the effective gearing for better acceleration and
the lower aspect ratio lowers the center of gravity as well as reduces sidewall
flex for better handling overall. All legal in SCCA HS!

     Heck.  I just supplied myself with some at the very end of last season 
     or I'd snap them up.  What a deal (depending upon tire condition).  
     However, you list them as 195/50/14, and the stock wheel is 195/60/14, 
     so I'm wondering if that is a mistake, or if you really put smaller 
     diameter tires on.  I bought 205/55/14 for mine.
