Before this subject becomes another "torque" type discussion, I'll
volunteer the "proper" definition as defined by DIN 70020 Sheet 4:

The power delivered at the crankshaft or corresponding component on a test
bench at the engine speed specified by the Mfg., the engine being provided
with the standard  equipment required for its intended application, (the
equipment necessary for determining the net power is specified in the above
DIN specification).
please note that the SAE std. is approximately 10-25% higher than the net
power as defined by DIN specifications.
