5 cyl crank pulley removal

Ok, I know that there's a big scary bolt attaching the pulley to the
crankshaft.  There's also what appears to be the same on the Audi V6.
On the V6, you remove the 8 8mm hex bolts around the big bolt and
the thing comes off.  I noticed on my '88 90Q that there are
4 hex bolts around the big bolt.  What happens when these are removed?
Do these merely hold the pulley and balancer together, but not the 
whole assy to the crank?
