My Bomb is Ticking



My 1991 90Q (65,000 miles) is exhibiting the symptoms of
bomb failure. The brake warning light stays on about 7-10
sec when started from cold.  Just last night, the warning light
flashed momentarily under very hard braking.  I need some
advice:

(1)  When do I stop procrastinating and actually get it fixed?
In other words, when is it a risk versus an annoyance?

(2)  What can I do to keep the repair costs down? (I will be
using a local independent Audi shop).

(3) (Unrelated) I also need new brake pads on the front. 
What are the odds that I will need new rotors (@ 65K miles)?
If I am likely to need new rotors, I assume that I should get
them myself.  Any suggestions on where & how much?

Many thanks.  This list has been a great help in keeping my
repair costs under control.  I never pay the mechanic for
diagnostic work anymore, I just tell him what's wrong!
