ISV--Part II



The car:  89 100q

Has all the classic symptoms of a bad ISV.  replaced it with a used one.  
Symptoms reduced but did not entirely go away.

Now the car refuses to idle at normal rpms.  2200 rpm constantly 
regardless of whether car is hot, cold, etc.

Plan on changing the ISV to see if the "new" one was bad.

IF the problem does not go away, then what?  I understand that there is 
some type of control module under the dash that sort of directs and 
controls the ISV.  It is my understanding that those things never go 
bad.  Do they?  What is that part and can it be cleaned, rebuilt, etc. ?
