verifying miles

In the UK, there's a company called "HPI" that does the same - but they will 
not deal directly with the public.  "Motadeal Ltd", a car finance house, will 
perform an HPI check on your behalf for around GBP15.  01926 332940.

(Ur-quattros are registered with the Club.  Check with the membership
 secretary.)
 
There's no register of odometer readings - but the MOT certificate issued 
during the annual test carries the mileage.  Keep the old ones to show that 
your mileage hasn't been rolled back.
