... well there were a couple of such mechanisms in place ... I don't know
if they're both currently being maintained.  The first was a roster of 
q-list members which could be obtained from the archives in short or long
form.  With all the talk of folks scratching to find sources of spam targets
I'm wondering if I even want my name on there any more!  The second was a 
mechanism that Bob D' had on his web page (quattro.org) called the help 
list.  It was intended more as a possible source of contacts when you 
needed help, but the same mechanism could be used for general purposes.  
The thing I liked about it was the fact that you needed to submit your info
to the list to be able to get the password that allowed access.  I think 
that Bob decommissioned the help list, but it may be useful as a prototype
of something more in line with what you are suggesting ...
