Check the throttle potentiometer under the intake hose by
the throttle body. Make sure that its attached to the TB . (on some CQs,
the small screws have a tendancy of working themselves out...

Disconnect and the ISV, clean the contacts, and reconnect.

If this doesn't work, try looking for a vacuum leak.

It's hard for me to believe that your ECU has died...

Maybe Ian Duff or Alex Chernushin has some insight....
